Internet redundancy for incoming http request  from dns point of view

Where @experts said to use BGP but BGP seems to be too much for a small organization.

But i am looking for something Cisco  base solution which  i have asked already to a different question..

the question i want to ask here is

have a look to the picture and please read the pdf file.

Here, what i am trying to do is, if one isp goes down, trafiq will come via another isp , same time, if one hardware router goes down traffic will come from another router , mainly 24/7 uptime for our apache server and transparent fail over .  

Now my point is :

can it be done from hardware base solution(cisco)  or do you also need to edit zone record for up2date entry ??( Like Short ttl , Edit dead Isp's IP something like that for preventing dns failover or error on http request..

Reason : It is pretty easy to set it up network with 2 isp  so that user can utilize both connections inbound at one time. The difficulty is getting the users browser to select the correct connection when one of them is down so that they don't get any error when one ISP is down

here is my question.. how will you solved the situation ..

how you guys maintain 24/7 uptime for your web server with transparent fail over ??


NOte : here I am not saying about Redundancy apache server. its about , router -> isp and Dns problem ..
