I'd always watch out for violating copyrights. According to m4a.com,
"Apple Computer started using and popularizing the M4A file extension to denote the file was an unprotected (non digital rights management) MPEG 4 Audio file."
There are several tools available that will convert between different formats. Search the web for "music converter". Expect it to take a while to convert a song from one format to another.

If you want people who visit your website to listen to MP3 files, then the site will be serving the file and it's up to the browser to handle it properly. The browser needs to map the file extension to the appropriate plugin.
