OK to remove empty LAME frames from MP3 and how?

I've noticed something recently. A lot of my MP3 files have this weird sound at the very end of the file. I looked at a few in a hex editor found a lot of LAME "frames" with the same values repeated over and over. The sound is heard when played through BASS and WMP and Audacity and just about all that I've tried.

Are these the result of the original rip? Most of my library (40G) was ripped years ago and I don't recall this issue. Is it possible that some tagging program added these over the years? The reason that I didn't notice may be because my BASS player uses silence detection front and back and a slip cue mix.

Can I safely remove this via code? If so, where should I truncate the file? Or better yet, what are the business rules to determine an algorithm that I can apply in batch?
