dvd decoder for win xp

 hello, I have a pc that I recently re-loaded windows xp on...I have done all windows updates (including windows media player 11), and it won't play dvd movies. this very pc used to play dvd movies--when it used to have ME installed. I have scanned for viruses and spyware, but it won't play the movie. I tried loading nero 6 and version 7, same thing...no video playback. Any ideas will be welcome. I don't want to buy the video decoder. Thank you.
