How to make low quality song in CD hight quality?

hello!
i have download a song from internet and his quality is very poor to burn on CD to play in my stereo system.
The song size is only 659KB and in RM format. So to make it in high quality, fist i have convert it from RM to MP3 then i bought Nero WaveEditor and convert it on Wave format, now his size is 54.0 Mb and sampling rate is around 1411 Kbits/s, but it still sound very low quality, like it was still in 659 KB.
So i want to know how to make a that size (659KB) of song in real CD Quality. I mean when we burn and play, it should sound like we just bought a new CD from a store.

you can never "upgrade" a song's quality no matter how many converters you use and how higher you increase its quality. you always need the original soundtrack to make it sound like original.

especially in case of rm and ram, they are among the lowest quality songs, because their aim is online streaming for which they should be small in size, and thus such poor quality.

ok thanks, its realy usefull information for me.
i have another problem with uploading via Utorrent.
i have 5.0Mb internet connection, the download speed is very fast, around 500KB but while i want to upload via utorrent, its only 80Kb/s.
i want to know is there anyway to increase the speed. because i want to increase my ratio on some tracker site so i need realy fast uploading a kind of machine or a programe who can do this for me.
