Most times I open a media file in my browser there is no sound.
Each time (after opening up my Volume Control applet) I see that, although my VOLUME slider is right where I left it, my WAVE slider is at zero! It seems that my WinAmp (and Google searches show other players also) moves the XP applet's WAVE slider (!) even though the only control available in [said media playback program] is VOLUME.
Why does winamp's volume control move my windows WAVE slider, and how do I stop it?

I don't think winamp is the culprit , check your settings things like in control panel
audio and sounds then in Volume> a tick is place vol on taskbar and the volume is all the way up.
Look in speaker volume as well> also advanced here and it's using desktop speakers in here lookj in performance>audio playback then hit apply, if you hit ok only it may not apply.
tick to use only default devices in Audio and the correct MS GS Wavetable SW Synth is listed in the midi playback apply again.
Remove the default player for certain files types, check in all your media players and keep only the files association for MP3 and files you use.
There is setting somewhere in either WMP or Nero numerous software that may change the default levels you select by removing the fiel association may help all you need to do is to play these is open with.
See if that solves it.

Might some capture software or other software installed that will alter the wav.
Try changing the volume from Control panel Audio and sounds>Audio tab there is three volume settings here one for default one for recording and one for midid playback
also check that Microsoft GS wavetable SW Synth is listed in the panel click to Use only Default devices
