I need a program that will "read" all the mp3 files in a folder, then write an XML file that list all the tags and the song...how?

MP3Tag (http://www.mp3tag.de/en/) can export tag information to a CSV file or  user-defined formats, the list of options you can export are here: http://www.mp3tag.de/en/help/options_export.html. And, it's donateware.

Tag&Rename can do this job, exporting to XML.

If you are using iTunes you can find the Library.xml file in the itunes directory.
It is updated whenever you update your iTunes library.
