For example, if I want to watch a 45 min video, how can I tell how many MB are likely to be downloaded? I am asking because I don't want to blow my monthly download quota, especially early in the month.

I am assuming that you are asking about checking this on a computer and not a smart phone, but you could install a packet sniffer, such as Ethereal (http://www.ethereal.com) and use that to display the bandwidth. It will show you total bandwidth usage, not just the video, but that would definitely show you how much is going on at the time that you are watching the video.
