Tool to edit video metadata in batch - MPEG 4, MOV files

Hi everyone,

I'm trying to find a tool to read/write metadata embedded in video files. A command line tool would be good, or even a component library to use from vb.net.

I need to be able to read/write fields like Artist, Rights, Comments, in addition to basic info about the clips like frame rate, and codec.
