That is very hard to decide upon...because device selection on verizon is very limited, and some of these managers want better devices (PPC)...But in terms of coverage would you rate AT&T as 2nd after verizon. Is there any articles I could bring out to suggest this?

In my past experience, COVERAGE is king.
Cingular was always a part of AT&T, a subsidiary if you will. AT&T just recently decided to
bring the name back, so no real merger has occurred, so its hard to say that the move
has improved their coverage.
Although AT&T has the better prices, and right now, better devices, their coverage is
not as good as Verizon. That is the equation you need to run, coverage vs. price.
Verizon does have the best network, and they continue to expand it aggressively. It is
not very likely that AT&T will catch up with them anytime soon. As far as the devices go,
If you are patient, Verizon will always find a way to bring the devices that the consumers
want to their network, it just takes a little longer due to their network structure.
So, the boards decision has to be based on coverage vs price/devices...
