Using Cell Phone Signal to hit website

I'd like to hit a website with a cell phone signal

for example http://www.mysite.com/cellphone.asp?ID=3829301

every 10 seconds. I can't find anything out there that is customized to do this.

Obviously I could use a smart phone or a PDA phone with a custom App on it; but I am hoping to find a simple device which has long battery life, the data service part to hit a website, and accepts a sim card ... asking too much?

What I want is already out there... but comes pre-packaged for those who have figured it out :P
This is very similar to the GPS boxes which use the cell phone signals to report back to a website or a similar service on the GPS locations.

Is there a term for this device?
