You should have a look for graphics cards which can input from your VHS player. If your VHS only has a co-axil cable then you can get graphics cards which have a co-axil input.
Good graphics cards usually support S-Video, and if your VCR doesn't have an S-Video output you should be able to get hold of a SCART to S-VIDEO converter. I did this the other day to play my laptop through the TV

You will need either an analog capture card, a DV camcorder, or something like a Canopus ADVC-100 to convert the video and audio stream. You will also need a capture program and compress the captured file to mpeg2, then create titles and burn to the DVD. Here's a guide on how to do it: http://vhs-to-dvd.janvesel y.com/
