I concur you dont need drivers, CD/DVD roms are plug and play even in windows 98
if your DVD rom is not recognised by your DVD software you may need to do the following
delete all references to the DVD rom unplug it and delete uninstall all related drivers software, reboot again without it, then boot down plug it again and boot windows shoudl install it as plug and play.

Do you have windows 98 second edition to fix driver issues with plug and play, you state you have windows 98.

If you dont have any burning software installed check the set up disc that came with your DVD burner.
