Some dvd burning software allows to burn large files on multiple dvds.
http://www.burnq.com/
also roxio toaster (v7 +) it supports.
Other option is to split file to multiple files using other programs
Winrar - http://www.techieportal.co
(if one of DVD goes bad you will have no backup)
an archiver like WinRAR (rarsoft.com) will let you create the archive splitted into several smaller files. then you can burn them manually.
for more automatic solution there is a backup application like Nero BackItUp & Burn.
P.S. Outlook 2003 and later use a PST file format capable of storing Unicode data that has no theoretical size limit but a practical limit of 20 GB. But older PST file does not get converted to the newer format when you upgrade the Outlook application. PST needs to be recreated from scratch.
but any method for recrsive dvd burn?<< please re-spell<<did you mean recursive?
What is a DVD recursive burn? Burn over and over?
The answer to your question is NO. on the DVD idea.
There is no "reliable way" and I restate >>it is not reliable to burn 15 gig of PST files and folders accurately and have the burn proceed to another DVD fluidly until 15 gig is burnt.
You do have the option to burn a dual layer but it's not reliable.
The most reliable way is to " move it " copy the folders all of it to a flash drive or a USB drive etc
or even print them.
Which version outlook you using?
How to Copy them using Windows Explorer

Outlook pst should never be biger than 2GB. If it get corupted it will take you days for repairing or rescuing data.
I propose you that you create additional pst files that will contain less than 2GB of data and archive mail to them.
Example:
If in original pst is data from years 2008 and 2009 you should make 8 pst files.
Archive2008_1.pst (archive mails from Q1 of 2008 jan-mar)
Archive2008_2.pst Q2
Archive2008_3.pst
Archive2008_4.pst
Archive2009_1.pst
Archive2009_2.pst
Archive2009_3.pst
outlook.pst (original file)
Do not forget to empty deleted items folder and to compress original file outlook.pst at the end.
In this way you can burn two by two files on DVDs.
