Thanks for the comment, but I'm still a little confused.
OK, assuming that a capture card is just a receiver, I would like to receive the digital signal from my Verizon FIOS set top box. I know that I would have to get a capture card that can handle a digital signal, but I have no idea which one to get. I'm afraid to play trial and error with a bunch of cards.
Also, do these cards handle all aspects of decoding the signal, eliminating the need for my STB? If not, will they play well with my STB? What would I use to control channels, the PVR software or my STB?
My main problem is that I don't know enough about how I'd get the signal to the PC and be able to view my channels. Once I get this figured out, I can handle it from there. I've seen tutorials out there that show how to build a DVR, but none of them are recent. Nor do they seem to deal with digital cable. These, which I found, are from 2005 and 2006 and seem to address analog signals:

Verizon Media Manager wouldn't really work for me. It looks like I would need to have to pay for their DVR service, which is what I'm trying to get away from.

if you want to use the PVR that bundles with capture cards with an antennai to receive free to air channels it will do that as well. They also support FM radio.
The simplest solution here is to connect the PC to the TV this will give you more options and works very well with full screen on teh TV you coudl add a DVR to the TV then.
