Hi, I am connecting a VGA point to a projector. I have two standard VGA cables at each end. I have two vga wall plates.
The attached JPG file is a picture of the VGA Cable Supplied. The PDF document is the wiring to the 15 pin VGA wall plate.
Does anyone have a idea of how to wire this cable to these wall plates? It has been about 3 years since i last did this and the wiring looks different to last time.

Looking at your diagram I would say it is this,
pin 1 Thick Red
pin 2 Thick Baby Blue
pin 3 Thick Dark Blue
pin 4 Thin White (or baby blue hard to tell from your pic)
Pin 5 Thin Black
Pin 13 Brown
Pin 14 Yellow

Yes, the inner wire is the signal and the outer wire is the ground. The diagram you provided shows that the pins should be wired as follows:
1 - red inner
2 - green inner
3 - blue inner
4 - white
5 - black
6 - red outer
7 - green outer
8 - blue outer
9 - unused
10,11,12 - white
13 - brown
14 - yellow
15 - unused
It looks like you have a thick gray wire where green is called for, unless your camera has problems reproducing green.
I agree with callandor, the ground pins basically sit below the signal. Split the wire off into the signal and ground. I forgot to add the white goes to 10, 11, and 12 as well as 4.

Regardless the blue is definitely blue and the red is definately red, so that only leaves a green thick wire left. Unless it's for colorblind people i am not sure why it's like that but it must be the "green wire"

The wierd thing is you have a Blue and Baby blue wire. The thick wires are normally the .7V Red/Green/Blue video wires. My guess is the baby blue is a substitute for Green.
