I am trying to run 1080p @ 60Hz with 32-Bit color through HDMI on the Toshiba. I can get all of the above with 16-bit color but when I select 32-bit from the windows settings there is no change. I can't find a monitor driver specifically for the TV. Is this possible? If so, where should I be looking to fix this issue?

Have you ever seen a difference on a computer monitor when selecting 32-bit versus 16-bit color? 65535 different colors is usually enough to cover the entire range of desktop colors. When you say there is no change, that may be because you aren't showing anything where the extra bits make a difference. If desktop settings says your video is operating in 32-bit mode, then you probably are.
