nVidia GeForce s-video output with RF modulator

I've got a GeForce FX5200 outputting s-video to an RF modulator that has S-video input. I'm outputting the modulator as coaxial directly to the TV, but it's not working.
I've got the latest appropriate nVidia drivers installed on Windows XP, and I'm trying to configure the TV display with nVidia control panel. The control panel doesn't detect the TV without the "Force TV detection", but I enabled that option and the card seems to output to the TV, because I can move my cursor and other GUI elements to the other screen, but the TV shows only static.
The TV and modulator are certainly on the right channel (channel 4), and it DID work once, but the TV only showed the top-left of the view, and I couldn't adjust it enough to view properly. Again, the problem is now worse than that because it won't even output to the TV at all. All I know how to vary is the signal type for the TV, and I've had no luck with that.
