Is pixel aspect ratio (PAR) a property of H.264 video or of MP4 container?

I was wondering, if I want to encode a video (most likely H.264 in MP4 container) with non-square pixels, is the PAR (Pixel Aspect Ratio) something specified in the MP4 container or in the H.264 video stream itself, and can it be changed without re-encoding?
