Broadcasting Video up to 2 Miles

I have a unique situation.  I have an organization that wants to be able to video services and feed that live to a home about 1.5 miles away.  I am not sure how to go about this.  Here are the three ideas that I have:

1.  Setup a Wireless Network connection between the two points, which I can do easily, and have some kind of Video over IP to transmitt the service over the IP Connection.
2.  Place some king of Analog or Digital Broadcaster on the organization building that can be recieved at the home.  I am thinking of basically creating my own TV Channel that is low power.
3.  Some kind of Video Solution over the Internet, but I am concerned with bandwidth issues.

I am looking for ideas and feedback on this.  Please let me know what you think and what your exprience says to do.
