2. Considering that you haven't had problems with the old computer it's probably not the issue, but from your IP I can see that you have a router between you and the internet. For example, Internet Server Providers such as Telus - use a 2WIRE router that gets the public IP address from the ISP and then serves private IP addresses to all computers connected to it at home. Usually most ISP-provided routers (as well as most D-Link, Linksys, 3com and so on) come with built-in firewall as well.
What you need to do in this case is enable Network Address Translation (NAT) on that router (so that it knows that requests that come in to the public IP from outside to TCP port 3389, should be forwarded to your internal 192.168.1.2 IP). You should be able to configure this by opening your router's web-interface (when you do ipconfig - Default Gateway address is usually the address of the router you're connected to).

One more thing. When I obtained my IP address I used http://www.whatismyip.com. However, when I do an IP config, I get a different IP address. It reads: 192.168.1.2. I think this is a reserved IP address though. If I try to remote desktop into that IP address from the console it says, I'm already connected, but even from the console I cannot get any type of connection back to the console when I use the IP address I get from www.whatismyip.com. I know the connection is making it to the modem because the light blinks, but that is all.
