127.0.0.1 is your "local loopback" of NIC. Basicly it is just shows your connectuvity "within PC". Use "IPCONFIG" see your LAN IP address of PC where is soft is installed, and go http://internetfrog.com/ to see your WAN IP, which you have to use access your CCTV remotly over WAN.
If there is no limitation on your ISp/home router you will be able get connected.
You should try from other PC on your LAN to see, at least if CCTV is accessible from LAN(confirming therefore CCTV PC operational, and no firewall blockage localy)
