NO sound with Great Naval Battles One game.

I have a sound blaster 16 pro card.   I can't get the old dos based game, GNB1, to play sound.
The sound blaster diagnostics program recognizes and configures the card and the sound test works fine.
The speakers also play Windows sounds.
The GNB1 game sound utility finds the sound blaster card and says it is configured successfully.
The game starts, I hear a crackle from the speakers, and then nothing, the game continues with no sound.
I originally tried this game running dos only, then tried windows 98.  The results are the same in both cases.
I have been through many of the existing sound card questions and responses.
Any new help would be appreciated.   The PC belongs to a friend who only uses the PC to play this game so it is worth a bit of effort to debug.  The program previously worked.  Something bad happened to the hard drive and software, so I reinstalled DOS and the later Windows 98.
How could I make sure that I have the correct T parameter at the end of my Blaster = set statement?
right now the Sound Blaster software sets up the Blaster statement like this Blaster = A220 I5 D1 H5 P330 T6
