This is a common error but there are many reasons why it occurs.
If you have been running fine for a while and it has just started the most likely cause is you are short of free, unfragmented space on your drive that Diablo wants to use for it's temp files.
If it is new and you haven't been able to Diablo to run at all check for updated drivers for your graphics and DirectX versions

are you using Windows Vista? have you download the most recent Diablo II patch? is your firewall blocking the program? turn off your firewall, then try to run the Game. if your using Windows Vista, right click the icon, and choose open as administrator. Good luck!
