Oh man, I haven't thought about Outpost in years, great game. Outpost represents a unique part of the genre these days as it focuses less on fighting on more on management.
Strictly along the management angle are games like Roller Coaster Tycoon which is along the same lines as Sim City and is a decent simulator for management.
More competitive are the games at http://www.asobrain.com which are free, in-browser games based off of games like Settlers of Catan and Carcasonne, where you are competing against others but not directly. The focus remains on empire building and expansion but does not turn into a battle and resource-race.
If you're specifically trying to stay away from the resource-race and battle genre of strategy games but still want a competitive, modern experience you may also try Sid Meier's Civilization series, specifically Civilization IV and its expansions. A turn-based game, fighting is secondary and mostly defensive with the primary focus being on expanding your civilization through culture and technology.
If others come to mind I'll let you know, but Outpost is definitely a unique (and nostalgia inspiring) experience.
