Thanks - the requirements are met - it has 3GB RAM, T3400 dual Core processer and Intel Mobile 4500M graphics which support Directx-10 BUT the game still won't run :-(

I notice that the sticker says XP/2K but is there any way to get it to work in Vista? - I've tried XP Compatibility Mode but same problem.

Just checking that you have changed the compatibility mode for the .exe and you are launching from it?
If you are launching from a shortcut you'll need to change compatibility mode for this and anything else in the "chain". It's worth trying win95 as well but if 98 doesn't work I wouldn't hold my breath.
Have you patched the game?
Do you get an error log generated?

It fails on the Video Ram , though bizarrely it reports the system as having 1.3GB .

Checking you are patched to NFSC 1.4?
Latest Intel Mobile 4 driver for Vista HP 32 (7.15.10.1908 - 09/15/2009)
Increase your virtual memory settings (make a note of what Windows is using already so if this doesn't help you can put it back where it was before!)
Try running the NFSC.EXE with enhanced admin rights (Right-click - Run as administrator)
Do you get the same NFSC.EXE 0.0.0.0. error?

Yes it can be run, but it has quite tough hardware requirements, so your neighbours notebook might either not have a compatible graphics card (Shader 2.0) or not enough RAM.
