Lan Gaming network performance

Need help advice on making my gaming lan setup register ping less then 3 ms.

I have a setup on 25 PC connected via Switch. (DLINK) 16 port (2)
we play Counter strike / DOTA /Call of duty.

AMD X2 CPU / with 2 GB ram / 100Mbps lan
OS :XP
- no internet
- no antivirius installed.
- systems are virus free.
we are getting 15-16 ms response if i ping another system on lan, and this is effecting my gaming performance.

Need advice on increasing network performance
