PS2 emulation is still really in beta, the overheads needed by the system in order to get good performance within the emu really mean it is still not suitable for serious gaming. The leader in the PS2 emu field currently remains PCSX2:

I know about the software, I wanted to ask Can I play all games , If I have 8600 gt video card.
i don't think there is a ps2 'good' emulator yet.

is the site they show in the youtube video. It also shows how to use it if you decide to download it and try it out.
It's the best out there. But as far as there being a "good" one, that is debatable. I personally would just pick up a slim PS2 and a mod from http://www.modchip.com/ps2
but that's me...
The way to play it on a PC is not generally available to everyone. The software required is still close to developers hands as you know that all of the console games are general made on a PC. the software mentioned above is a best effort of reverse engineering to allow play. those that do have access to the development software to play Ps2 games are not looking for a lawsuit or jailtime, and probably why there is no better method at the moment.
Also with the newer consoles being made available more people are gradually moving away from Ps2 or find it cheaper/easier for performance/graphic sake to purchase a used PS2 for about $50 or less.
