The simplest way is if you have a PSP Fat you will need to create or purchase a Pandora battery (Google, Craigslist). The memory card for the Pandora battery will include a Custom Firmware to downgrade your PSP to an older firmware which will then update it to a CFW (Custom firmware) that is capable of running ISO images and other homebrew applications.

Places that can provide complete guides and the tools needed are:
files.psphacks.net
psp-vault.com
www.dark-alex.org (Creator of the Custom Firmware)
And many YouTube videos showing you a step-by-step process

Concerning the comment for deleting the question. Legality of hacking as you stated, it is 100% legal. The custom firmware that is used, does not contain any illegal or stolen software as well. Allowing the system to run homebrew applications again is legal. Because the methods of hacking can be used for both legal and illegal acts, i don't think that is our job to police how people are going to use the information.

Yes since the person did mention about ISO downloaded games, this general means for illegaly copied games, but again is not always the case as there are some public domain games for people to play and redistribute. I personally think it would be much easier for the person to look at a site that is more geared to those resources than to ask a question here.

Yes  it is fully legal, my old psp fat could run my own homebrew games and apps aswell as (PAID FOR) downloaded games there is nothing illegal in hacking a psp, ok the question wordage could be changed to

Hi i have just been given a psp slim with 3.9 firmware i want to modify it to play my existing games and applications

Viper check your facts before throwing wild accusation and trying to create trouble, this is a website about technology and i had a valid legal technology question. i have bgeen a valid member of Experts Exchange for many years and always abide by the Rules of the site

Robinsonx6,

I would sugguest you take more time and word your questions better to avoid such misunderstandings in the future. Like you, I have been a member for many years, and the next time I see something of a questionable nature (if not clearly described), I will report it (your question or anyone else). I feel that it's part of my duty as a member of this site.  As "Vee Mod" Said, i used the alert function for a possible violation. I never said it was. I do believe i said "could be considered a hacking question". With that said, have a nice day, life and membership here at EE...

it is noted here that as  i would loose some of the slim's functionality in the solution, i will not modify my psp slim.

And for anyone else reading this i suggest they don't either.

by: JstncasePosted on 2008-02-28 at 06:09:19ID: 21003783

You will not loose any functionality of your slim being modified. yYou will have usage of all existing features and gain additional features. The custom firmware is the same firmware provided by Sony with additional features.

i thought this downgraded the psp to an earlier firmware of 1.5 which doesnt support the skype application and internet radio

by: JstncasePosted on 2008-02-28 at 08:53:10ID: 21005709

Changing the firmware on Older PSP (PSP Fat) downgrades to 1.5 which then lets you upgrade to a newer custom firmware.

PSP Slims I believe use 3.71. Slims can not be downgraded to 1.5 because of hardware/software changes by Sony to prevent this. Instead a homebrew application can be ran that will allow it to be flashed to 3.9CFW (CFW = Custom Firmware).

Checking the sites mentioned above they usually have a custom firmware release within the same day or the week of Sony's firmware.

Ok thanks for your help, im a bit lost here,

Is the best option and i believe the only option is to create a Pandoras Battery and a magic Memory Stick?

The creation of the Pandoras battery appears to be simple, buy a separate battery then unsolder the appropriate leg of the chip then put it back together, this i believe creates the battery.

the bit im not understanding is where to get the correct firmware and create the magic memory stick.

There is no soldering or anything needed for the Pandora battery. A pandora battery is simply a PSP battery with a different Voltage or Bit set. Its all done via software. From some of the sites mentioned above they will have Sony's latest firmware which you will need, and also the latest Custom firmware.
