You can go to Wii Settings, and select 'Reformat Wii System Memory'.
That will set it back to to factory settings, as if it was new.

This is right on the boundaries of what would be considered legitimate use of this site as the Membership Agreement here restricts the use of hacks designed to circumvent legitimate copyright.
However as your question is about removing the hack
First check the Wii Firmware version displayed at the top of your settings page.
As you have installed CIOS249 you should be aware that if the install/patcher for this detects an exisitng install of CIOS249 it will unload it and restore the previous settings. So the fix is to run the same process a second time.
You can then run a standard Wii "hard reset" to remove all the channels etc associated with the old CIOS

Yeh you're right it doesn't downgrade the IOS's, but it will 'unregister' them. I don't believe it is possible to downgrade the IOS's to be perfectly honest. I've done the reformat before also and it has removed all custom channels etc.
I do wonder however whether the reformat results vary depending on which 'Gen' of Wii you have.
I'm pretty sure it will give the results betafour wants though.

There is no official way to do this. IOSes can only be upgraded according to Nintendo.
The only thing that may work involves going around Nintendo, and I don't know if that's even allowed in EE.
