Game refresh rate

The problem I am having is when I play Battle Field 1942 I get heaps and heaps of screen lag, some times as bad as 2 or 3 frames a sec. I have tried all kinds of video card settings but makes little difference. The problem only occurs when there is a lot of movement close by IE: Tanks, Soldiers etc.
