I move in slow motion when I play games (cstrike, max payne 2)

When I play CS (counter strike), everyone around me moves at normal speed, and I can look around at normal speed, but when I try and do anything (jump, walk, run, shoot, reload, change weapons) I do it at half speed.  It's like I'm moving in slow motion.  I thought it could be a problem with my ISP, but that's not it because the same thing happens when I play Max Payne 2 (an offline game).  I've been playing CS just fine up until this problem occured just a couple days ago, and I have no idea what's happening.

I'm running WinXP Pro, p3 800mhz, g4 ti 4200, 512mb pc133 ram.

I've tried reinstalling CS and Max Payne 2, reseting my computer, reinstalling my graphics drivers and nothing works. Any help would be much appreciated.
