POWER SUPPLY / MOTHERBOARD PROBLEM : PLEASE HELP !!

Hi Guys,

Whenever I switch on my PC, all the three lights (Power, HDD Indicator, CD-ROM Drive lights) light up and the system fan switches on as well. However, none of the switches actually works. Thus, pushing the ON or RESET switches serves no purpose. It's almost as if the PC had hung up before startup itself. So, there is no question of booting up. As such, even the CPU cooling fan does not start. I assume that the CPU cooling fan only starts up when the ON switch is pressed / operational and the PC actually starts booting.

I have an ATX cabinet and suspect it is a Power Supply problem. But then, how come the system fan starts up? Or, could it be a Motherboard problem ? Is that how all the three lights go on together and none of the buttons is operational ? It could also be a problem in the switch / LED circuit. All the connections seem to be fine to me. The Power supply shows no signs of blowing off, etc; Any suggestions / help would be highly appreciated.
