The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. PC won't boot - suspect motherboard or processor

I'm working on an HP Pavilion 7960 - P4 1.3 GHz, Socket 423, 400 MHz FSB, Intel 850, with Rambus memory.  

The power switch turns green when I power it on but the status LED directly under the switch stays orange.  The hard drive does not spin up nor do I get anything on the monitor - not even the bios info.  I have checked the voltages on the power supply and everything checked out okay.  I have pulled all of the components out of the system (processor, memory, and cards) along with disconnecting all the drives.  When I power the system on I do not receive any error beeps.  I tried putting the processor back in and nothing was different.  

Any idea how I can narrow down if this is a processor or motherboard problem?  I don't have a similar system to swap components to test.

Any help would be appreciated!
