Quad or Dual Core?

Greetings,

I need a little help. My current server is Win Server 2003 Standard x86, 4GB RAM, 2xIntel Xeon Dual Core 3.20GHz and its role is a Web server hosting a pretty busy web portal. Recently we upgraded the site with new services and new design but now it looks like CPU is getting overworked. Putting aside the great probability that code needs to be optimized what do you think - would we benefit from replacing 2xIntel Xeon DualCore 3.20GHz with 2xIntel Xeon QuadCore 2.66GHz ?
