Possible bad motherboard

Have a Dell xps 700 and i think the motherboard has gone out on it. I have tried the following and looking for other suggestions of things to try.

When you plug it into power you hear the power supply cycle up and down (normal) but then the 2 main fans kick in and will not shut off. Also the power button on the front is showing an orange light and pushing it will not power up the system. i have disconnected power from the hard drive and the motherboard and reseated them all. Also the memory sticks have been pulled out. The only thing still on the board is a known good video card. But this is still continuing. I did have another video card that i tried and also pluged into different slots on the board with the same results. Fans turn on and will not shut off, system will not power up, power light is orange.I can shut off the system via the power button (holding it down for 5 sec) and when i turn it back on via power button, i get same result. Other than the orange light on the power button, there are no other lights on the front of the system.

Any help would be greatly appreciated. I think its the MOBO but is there a chance it could be the processor?
