Yes. Find something easier to OC. Overclocking Dells is almost impossible. Dell laptops are even harder.

I think this is a really bad idea, but if you really want to try turning it into a paperweight, here are some things to look at:
Install SpeedFan and see if it will give you access to the chipset in the oc section. And do Read The Manual.
See if you can get hold of Intels Desktop Control Center, and see if it see the chipset.
Find out what BIOS you have, and get the Bios Editor for it. See if that will let you enable the cpu settings in the bios.
Learn how to write your own custom bios for it, and flash it.
FWIW:
do this with the laptop plugged into a powerstrip, and keep a fire extinguisher handy.
You could do it on just a fully charged battery, but then it wants to try and use Power Saver mode, which kills the oc.
The extinguisher is 'just in case'. Laptop have a tendency to run hot anyway, and if you do oc it, it will run hotter still.
I really don't think it will catch on fire, but with hardware, you never know.

You really can't. You can overclock the graphics card in the laptop with powerstrip though.
