My Laptop:

You probably have a SpeedStep-capable processor, and it normally runs at 2.13GHz when working under a load, but throttles back to 800MHz (797 is close enough) when idle to save power.

In device manager it says my Processor is 2.13ghz - But I have a piece of specific accounting software which wont install because it picks up the processsor speed as 797mhz - which doesn't meet the minimum Requirepments for the software?
Any suggestions?

Callandor - Spot on, went into the BIOS and turned it off - worked a treat. Thank you.

Looks like I'm late to the party, but 2.13ghz is the max speed your processor will run at, but your pc cuts back to slower speeds when its idle, to save power.
And as Callandor mentioned, go into BIOS, turn off Speed Step, and then your laptop runs at full speed regardless if your computer is idle or not.
