100% cpu usage from usbport.sys thread

I have an HP a1132n (XP Home) in the shop. There is a thread called USBPORT.SYS under the SYSTEM process is taking all CPU power. The only way I can temporarily stop it is by suspending it in Process Manager by www.sysinternals.com (back to 100% once restarted). How can I fix this issue? Here's what I've tried:

Malware Check (clean).
Removed all USB related devices from machine.
Removed all unneeded devices from machine.
Uninstalled USB Device drivers.
Updated BIOS version.
Deleted USBPORT.SYS (comes back instantly)
Created read-only 0KB USBPORT.SYS and replaced original (comes back instantly)

Any ideas?

did u uninstall the devices BEFORE u removed them, then uninstall evetything else in usb section of device manager?

also try booting without ur mouse, i know that sounds crazy,lol
but u can still open task manager to view cpu usage
i saw some info about the usbsys overpolling the mouse

Using PS/2 for both mouse and keyboard.
Removed all devices before and after physically removed.
Replaced with the file you suggested, but within seconds it just gets replaced with the 'original' 140KB version.

is the problem recent?   then a system restore can help you
you can also replace the usbstor.inf file from a working PC, or from the cd, with yours

Service Pack 3 is installed. I've tried replacing usbstor.inf with no luck. I'll see if I can do a System Restore.

Any other suggestions? It's got to be something simple.

Try disabling the USB ports in the BIOS, to see if that has any effect.  The ports may be faulty, but you can get a PCI USB card to replace them.

Because this is an HP system, the BIOS is terribly limited. The option to disable the USB ports is not available. An option to disable legacy USB is there, but does not solve this issue. Is there a key combination to unlock more features?

This issue has still not been resolved. The hard drive has reported several bad sectors, so a re-install is in order. Hopefully this will then be taken care of.

You may need to replace the hard drive, if the number of bad sectors increase or you get another incident.

A system restore failed to resolve anything. It just got worse, but could be due to the bad drive. I'll be getting a new drive shortly and will post results once XP is installed.

I apologize for the late reply. I finally received the replacement drive late last week and had a chance to re-install the OS (Windows XP Home SP3). It gets to the point where it says 'Installing Devices' and stays there. It doesn't freeze, just does not proceed further.

this means there is a bad device
disconnec teverything not needed during install, or disable them from the bios

you can also run from a live Knoppix cd : ftp://ftp.kernel.org/pub/dist/knoppix/KNOPPIX_V6.0.1CD-2009-02-08-EN.iso

if that runs fine, your hardware is ok; if not it can give more info on the bad device !
