In the Vostro Platform doesn't support Hyper-V virtualization within the BIOS.
You can install any Virtual application like VMware or Virtual PC on the computer without VH technology support.

Virtual PC 2009/2010 when it is released is a hardware accelerated version only. XP Pro Mode on Windows 7 requires Intel-VT for example and it rides on VPC 2009/2010.

Install Virtual PC 2007, create a VM, install an OS. You can download a trial version of Windows 7 x86 from Microsoft for this task.
You will then be able to see if Dell has allowed Intel-VT to be enabled in the motherboard as I do not thing there is a BIOS setting to enable or disable it.
Other than that, the case may support any standard Micro-ATX motherboard.
