"A 200MHz system bus processor is installed. This processor is not supported on this system board, and will run at reduced processor speed, system performance will be impacted.
Do you wish to continue to boot at 38528MHz System Bus and reduced processor speed? (Y/N)?"
When I select "Y" to continue it locks up, can't get into the bios or anything. I read the thread that was made about this at an earlier time and I've tried everything it has suggested so far (Updating Bios, Taking out Mobo Battery) Can't get passed the POST screen though x_X

The ECS motherboard seems to have only one supported FSB - 1066: http://www.dealtime.com/xP O-Elitegro up-ECS-P4M 800PRO-M-V 2-0- Socket -775-Mothe rboard-SAT A-RAID-Onb oard-S3-Vi deo Theoretically, you should be able to run it slower at 800 FSB, but the Wolfdales operate at a different voltage, which is probably the problem. The Core Duo it supports is probably the older 65nm 1066 FSB variant, and unless ECS provides a BIOS update to support the 45nm cpus, you're out of luck. I myself ran into this problem with a motherboard that supposedly supported the newer cpus (the E8400), but it only supported the older ones (the E6600). I ended up getting a new motherboard.
