Vista PC with CPU usage out of control (even on start up)

I have a laptop running Vista and recently it has really started to slow down. When I look in the task manager I notice the CPU usage is usually 50%-100%. Even when the laptop starts up the CPU usage will usually run between 20%-50% before I even open one single program.

Laptop's config if that helps:
Dell inspiron 1520
2.0 GHz Intel Core duo
120 7200RPM Hard drive
4GB Memory

I've attached a screenshot of the tsk manager as soon as I started up my laptop just a few moments ago.

I'm running Norton on this machine and regularly run SpyBot searches to make sure the system is clean. So if it is infected with something it's not showing up in either Norton or SpyBot scans.

Any idea what I can do to get my system back to using a normal amount of CPU for basic usage...and back to running at a normal speed.
