The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Does humitity in a server room change the 'percieved' temperature?

Hi,
  We are moving our office to a new location at the end of July. There is currently no air conditioning in the new server room. To install air conditioning will cost $40,000 due to the specifics of the buidling.
I've been running tests in our current server room to determine how hot it gets without the air conditioning on. I'm hoping to aviod installing air conditioning in the new office

In the current server room I turned off the air conditioning and kept the door closed for 4 hrs. I also put a thermometer in the room. After 4 hrs the room the room felt much hotter to myself and one other person.
The thermometer read 78 deg F. Outside the server room is 77 deg F. I thought there must be something wrong with the thermometer so I bought a digital one. This one read the same thing.

There is one vent in the ceiling of the Server room but I don't know if it's working or not.
My current thinking is that the Air Conditioning in the outer office is either adding humitiy to the air or taking it out. Could just a difference in the humitity in the server room make two people thingk that the room was actually hotter than it is?

Both thermometers said the room was only 1 deg warmer than the outside office, but both of us couldn't beleive it.

The room is about 10x20 feet. There are 4 Dell power edge servers.
