Intel Xeon 5300 Quad core Fan runs at full pelt on S5000VSA board

Ok I have built my customer an Intel Quad core Xeon system using a 5300 series processor and the S5000VSA SAS board. It has 4GB of ram and is housed in an Antec Titan 650.
The issue i have is the processor fan runs at full pelt continously and is driving my client made. I have installed the intel active system console and all seems well (I say that some of the readings are wrong such as the ram temp being -35) but all in all its ok. I have updated the BIOS etc to the latest versions and have tried conning the system into thinking it is running in an inetl chassis (the closest to the ANtec i could find) Have tried setting the acoustics and perfomance to closed and open and to perfomance and acoustics with the ground level thing set at under 300 but still it spins. I have now managed to get it to post at a decent level but within seconds its up at max again. The only thing i can find on the net about it is someone complaining its the fans on them and on the intel site about running a specific bios FDR etc version. I am reluctant to try this older bios etc versions as they are mid 2006 and the server has the latest installed.
