Why only half of 4GB is being utilized by OS(all 4 GB are visible)

We are using Windows Server 2003 Standard 32bit. It is used as a terminal server.
Originaly it was installed with 2GB of DDR2-667 memory (FB/ECC) Kingston brand.This is Intel server board.

User base expanded and performance degraded due too lack of RAM, usually 3-4GB virtual memory is consumed.

Server was upgraded with another 2GB of Supertalent brand RAM (same specs as previous).

Now there is an interesting situation I haven't before - Windows see all 4GB RAM, but usage never goes above 2GB, page file is used same as before.

Has anyone seen situation like this? Is there anything to be done for OS to be able to use the new RAM?
