I also was looking for mooing.
Also, if its not the error that rindi describes, it may be that one of the DIMMs is not properly seated. It is very, very uncommon but not unheard of for partially seated RAM to cause a BIOS setup loop like you describe.
Finally, a shot in the dark... have you by any chance exceeded the 8GB max memory for a PowerEdge 850?
Why only a "C" grade? Please read the EE guidelines. An EE grade is only appropriate if after a dialog has happened between the experts and the asker, like if something wasn't clear after an expert's post, the asker asks for clarification, and possibly the expert doesn't reply to that, and also if the answer was only partly correct. But here you never posted back to ask for clarification, and according to your grading comment, it solved your issue, so it should actually be a grade "A".

After pressing F1 does it boot and work OK? Have you entered the BIOS after upgrading the RAM and saved the settings? On many Dells you have to enter the BIOS after upgrading the RAM so the change in the memory size is recorded in the CMOS. Once that is set and everything is fine you shouldn't need to press F1 the next time you boot.
