Very rarely can you make full use of 4GB of RAM, and only if you are running a 64-bit OS - there is the BIOS and peripherals which all need address space, and a 32-bit OS only has 4GB of address space so some of that will be used up for the hardware. Typically, a 32-bit OS will have 2.5-3.5GB addressable memory available, and you're just one person, so the amount of programs you can have running that you are simultaneously interacting with is limited.

According to http://www.cpubenchmark.ne t/cpu_list .php, the AMD Sempron SI-42 scores 507. Looking at http://forum.notebookrevie w.com/show thread.php ?p=4989693 , the SU3500 Prime32 performance (which is a pure cpu benchmark) scores between an Athlon Neo MV-40 @ 1.6GHz and an Intel Atom N280 @ 1.66GHz. The Neo has a Passmark score of 409 and the Atom has a Passmark score of 313, so the Sempron SI-42 is a better cpu than the SU3500. The SU3500 is a single core and is lower clocked than the dual core Sempron, so it has an uphill fight in total performance.
