Computer restarts randomly, wont turn on.

My computer randomly restarts and after it restarts it wont turn on at all. The power lights will come on for a second then turn off also the fans will start but stop right away but the mobo light will still be on. If I let it sit for a few hours and try it again it will work again until it restarts by it self. When I finally get it to turn on the power and hard drive light will come on along with all the fans but then everything but the mobo light will turn off for about 5 secs then everything will comeback on and the computer will start up. I have two raedon hd4780 x2's and one hd and 3 2gb sticks of ram all powered by a 1000w corsair power supply. I've tried to run memtest x86 but when I run it with all three sticks it freezes at 5% every time but I took out all sticks but one and swiched them around and it will run for about 15 seconds then the computer will restart, it happened with every stick. I've checked all the temps and everything seems fine, same with the voltages.  I'm thinking its a psu problem but I wanted your guys opinion. Also I'm running windows 7 and its about an 4 month old computer I build myself.
