p4p800 deluxe mobo replaced with same and blank screen, dead cpu or board?

I recently purchased a refurbished Asus p4p800 deluxe Motherboard after my previous one had leaking capacitors and continued giving memory errors because of it.
I replaced the mobo and put the cables all in the exact places as with the other board, go to start the system and a blank screen.  besides swapping ram I pulled the CPU and started the system to test for error codes, (this board has a speech post system also), and the system would speak "no cpu installed".  But when I put the CPU back in I hear nothing at all, blank screen, nothing more then seeing my DVD drives initialize.

Is it likely maybe I damaged the CPU from taking it to the new system?  It's a socket 478 and when I pulled out the heatsink the CPU came right out with it with the zif socket lever still down and locked. Unless the refurbed mobo is bad?  I am looking to get another cpu locally in a day or so but just need suggestions to check.  THe old mobo still worked but not after windows loaded, and everything seemed fine at that point but not now.
