Is this Dell Dimenison 4600 dead?

I am working on a Dell Dimension 4600 that a customer brought in to me. It wouldnt turn on though you could see the green light on the motherboard.  Supposedly this began after the power went out at their house.  They did have an adequate surge protector. These Dells are notorious for having bad power supplies/too little power for the machine.  I switched in another power supply and it would begin to boot then turn off.  Some times I could go as far as seeing the Windows screen and once you could see the drivers loading in save mode, then turned off.  I tried resetting the bios by taking out the motherboard battery but that didnt do much.  The machine would go into automatic IDE configuration and then turn off.  Is this machine dead and gone or is there any chance to resuscitate it?
